Here's what I suggested for the user: I recommend leaving it alone for several minutes to see if Send/Receive removes it automatically (it's set to check every few minutes). If 10 minutes or more go by and the email is still in the Outbox, I recommend the following: 1. Close and reopen Outlook (this forces Send/Receive to start when Outlook is reopened) 2. Click the send/receive tab and click Send All 3.

If the above fails, click the send/receive tab and click Work Offline. From here, manually move the emails stuck in Outbox to the drafts folder.

Then click Work Offline again and send the stuck emails from the drafts folder. I never heard back from the user after sending this recommendation so I cannot say in full faith that this is what resolved the issue. FWIW, hope it helps and best of luck with the fickle Outlook outbox. Whenever I've seen this it's caused by a corrupt OST file. Since recreating their outlook profile fixes the issue - that backs up the chances of it being OST related. As it's happening regularly for several users i'd start to look at why the OST is corrupting. Check the size of their OST's, anything above 2G will corrupt regularly in my experience.

If they all have access to a large shared mailbox, add this as a second account in outlook, rather an an additional mailbox - this will create separate OST's for each account, not one large one. For those of you using windows 10 try below: open Comand prompt (Admin) by right clicking on windows button bottom left corner. Type in: Sfc /scannow computer will scan for errors and then fix it.
